Segmenting users in groups of countries + "other countries"

Hi,

I am creating 3 segments: 2 with users from specific countries, and 1 with users from other countries. The latter segment is set to “Country is not …” AND “Country is not …”, etc.

But when adding up the numbers of users in the segments, it’s less than the total number of users. There are some users with no country, so are they somehow excluded from all these segments? I expect them to be part of the last segment.

How do I make sure all users are included?
