I am currently exploring the subscription options and I have a question regarding the limits associated with the 10,000 free subscription plan.
Could you please clarify whether the 10,000 subscription limit is applied per account or per site?

The limit is based on the account not the site. You can create multiple sites with a single account but you cannot create multiple accounts as it is our policy violation.
